Wendell Phillips forwards to William Lloyd Garrison a "form of Petition", and advises Garrison to refer to the Fugitive Slave Act as a "Bill not a Law", and to refer to fugitive slaves as "men" rather than "slaves". Phillips offers his suggestions to Garrison for the distribution of this petition.
