John C. Lee inquires if William Lloyd Garrison might be able to say to "Capt L E Hall" that Garrison is not in favor of colonization. Lee argues that lands ought to be confiscated from slaveholders and Confederates, or purchased by those with capital, and sold to freedmen at "cost with 6 percent interest". Lee advocates that supporters in benevolent societies send "schools & the gospel" to help "make a demonstration here in Ky that the Negro is not a Parasite", and argues that both Kentucky and the nation at large are in need of such a demonstration. Lee closes by arguing for the necessity of securing homes for freedmen, stating that what is necessary is to "attach [freedmen] to the soil".
