As per 1918 Crane History of Washington, postmasters were Daniel Sibley, F. W. Manley, Henry M Speer, George G. Simmons, and Edwin H. Eames. Postmaster positions were filled by democrats or republicans based on which party occupied the White House. After around 1913, the post office was moved to a building owned by Charles Peer at what is now the corner of Route 8 and Frost Road. The person pictured here is likely Edwin H. Eames.
