While there is no definite indication in the list or its annotations as to the nature of the memorandum, this list of names appears to be of people to be included in "The Imperial Dictionary of Universal Biography" and the names of those assigned to write the biographies. The list of people to include in the dictionary may have been sent to Samuel May by a Mr. J. W. Brown (see MS B.1.6 v.7, p.3). The names of those assigned to write the biographies are in the hand of Samuel May.
