Robert F. Martineau thanks Francis Jackson Garrison for his letter, and expresses his gratitude for William Lloyd Garrison's having mailed to him an edition of the Woman's Journal and the New York Times. Martineau asserts that the referenced copy of the Woman's Journal containing an account of the Geneva Congress written by Julia Ward Howe has yet to arrive, and that he had the good fortune to meet Howe in Geneva. Martineau lauds the character and capabilities of Howe, and asserts to Garrison that "she seems to have the making of a true heroine". Martineau details the efforts of the Health Committe of the Town Council on the "question of infant mortality".
