Writing on behalf of the Citizens of New York City, Charles L. Reason, Peter S. Porter, and William P. Powell (the "Committee on Invitations") notifies William Lloyd Garrison of a commemorative meeting in celebration of the passage of the "Civil Rights Bill" by the New York State Legislature, to be held at the Cooper Institute on May 15, 1873. Reason informs Garrison that they have been "instructed" by the citizens of New York to request Garrison's presence as a speaker at the event.
