Description:
James Mitchell Ashley informs Theodore Tilton of his "pride and pleasure" at being able to listen to Tilton address the House of Representatives the previous evening with an "able and eloquent appeal for universal suffrage", and suggests that Tilton publish the official proceedings of the meeting in the form of a pamphlet. Ashley encloses several newspapers containing the "Substitutes" Ashley had offered to the Reconstruction bill before the House of Representatives, and complains that the provisions of said bill are "imperfectly understood".
